I think Zoro is feeling useless and guilty here and Sanji is catching strays because of it lmao. He just doesn't know what to do with himself and, considering Nami's role in his own recovery in season 1, being there doing nothing is eating him alive.

What I did not expect, and I want every writer involved in this plotline to know that I will be eternally grateful to them, is that is that Zoro and Usopp's shared concern for Nami became the catalyst of the zosopp I wanted to see in this arc. Dalton will have his role too, which was my original idea (and kind of what happens in the manga), but this is even better!
