short answer is yes, i do think so. it's difficult to put into words exactly how lost to the dark he was after slaughtering the jedi, from the elders to the younglings, and choking padmé and throwing her aside. he'd surrendered to the epitome of evil and been rebuilt into something more machine than man, willingly stripped himself of gentleness or mercy. i think he would see a child in an entirely selfish way as his own legacy, rather than a person with feelings that mattered, and in a calculating way as an asset for his own power (let's take over the galaxy together, etc.). he would give harsh discipline because he'd believe entirely that pain is the way to power, and power was the only thing that mattered. i think he needed to grow old and tired and kill obi-wan before he was even close to a state where a son could change the way he acted and open the door to a single expression of selfless love before death. before that he was wholly selfish and the cruel right hand of the emperor. you would find only pain as the object of his attention, even if you were related to him, or especially if so.
