You want to bet Cap doesn’t have the Medal of Honor? I will not accept any canon or fanon where he wasn’t awarded one. Trust me, Rhodey would be saluting him. The regulations don’t actually formally *require* it, but I’ve never actually seen a Medal of Honor recipient not get saluted by pretty much everyone in uniform, pay grade notwithstanding.

this also solves a few issues (mainly Rhodey being either Marines -as in the comics- or Air Force -as in the MCU- and therefore in separate chains of command, and also the odds on that they would be indoors when it occurs/wearing civvies, negating the necessity for a salute) it’s about respect as well as rank, an acknowledgment that both of them have fought for their country regardless of what issues it may have, and that steve recognizes that bravery and strength in rhodey when so often it goes unnoticed.
