If someone spends a lot of time with, or have more male friends/family members than female ones, their body chooses female during puberty because it thinks 'hey we have plenty of males we could probably use a female'. And vice versa.

In OWBP his species mates for life, which means having a fairly equal male to female ratio is important for reproductive reasons. So, gender is chosen during puberty once a person's body has determined which gender there is less of (at least in their social circle/geographical area).

Females carry the receptive half of the genetic material and incubate the zygote/fetus. Males carry the agonist half and don't have to worry about much past that. Following closely in line with human reproductive methods.
