Emperor Uriel Septim VII's assassination was staged. What you seen in the tutorial level of TES4 is actually not canon. In reality, Uriel Septim actually contacted the Mythic Dawn himself and had them fake his death. After that, he secretly retired to a hidden estate off the swampy coast of southern Black Marsh to drink flin and watch the Empire implode in real time.

Why, you ask? Because they were a bunch of ungrateful n'wahs and he was sick of their shit. Decades of work. Decades of trying to hold it together. And the ungrateful fucks just keep setting everything on fire. Simulacrum, Warp in the West, Dagoth Ur, "sYnDiCaTeS oF WiZaRdS iN tHe SuMmErSeT iSlEs LeAdInG a BoYcOtT oF iMpErIaL gOoDs", and so on.
