I think you're talking about Schrödinger, His name is based off that one scientist who did the "cat box" thing, basically his quirk (Since he's a MHA OC) is that he can copy other people by the amount of information he has on them, less information means he'll look odd or inaccurate, sometimes filling gaps he doesn't know with what he thinks should be there for an example; someone ask to see him mimic them as say "I have a weird birthmark" since he doesn't know where, how big nor the shape he'll do what he thinks it looks like. The amount of energy depends on how accurate the transformation is, time he's spending like that and how drastic his appearance has to change.
Schrödinger’s Quirk was manifested at birth, they noticed it cause there were to almost identical babies, they noticed those weren't twins after asking staff and making blood exams. He also can't copy quirks (unlike Toga) all he does is mimic the person's appearance and voice (sometimes that will end up messed too).
Since he had this quirk at such a young age Schrödinger doesn't actually know what he looks like, so walking around showing any body parts or face result into him constantly shifting, Getting overwhelmed and eventually passing out.
His quirk isn't useful for combat so he wasn't accepted into any hero courses, he decided to become a "double ganger", basically his job is faking being a hero for the media or just to show so the real hero can spend time with their families or doing secret missions undercover, agencies contact him with information (Not too vague) so his acting is convincing and tell the time they need him for, then once the payment is decided he goes to work.
