Since we’re talking about time lord displays of dominance and submission l, have we considered romana and Narvin post returning to their Gallifrey. Because as argumentative as Narvin could be at times, he still showed the proper respect for the president, he still did all the little rituals to show that she was his superior. But obviously over the course of seasons four and five they grow much closer and yeah he still reveals her as his president, but he also comes to see her as just romana too, so he starts being more familiar with her, stops exclusively using the most formal set of pronouns when talking to/about her, doesn’t always keep the proper amount of distance when talking to her, will make direct and prolonged eye contact when talking to her, even in a formal setting like a high council meeting. And it’s not that no one else does these things, Leela, not being a time lord, breaks these rules constantly, and brax only really follows those rules in formal settings, it’s been clear to everyone that they’re relationship is deeper than just coworkers as long as she’s been in office. But for narvin it’s just so sudden (not that it actually is, that familiarity took a long time to build on that other Gallifrey, but to everyone’s perception it happens in such a short period of time) and so unlike the Narvin they thought they knew that no one actually knows what to make of it, and it makes the confusion worse that romana doesn’t seem to mind at all

Wait I have a new, worse idea for reviving Doctor Who: We make it seem like it's a back-to-square-one reboot where it's just the First Doctor. Then at the end of the season, we reveal he's actually another Meta-crisis Doctor spawned from the tooth he lost in The Gunfighters. We can alienate newer viewers who don't know what's going on and piss off long-time fans at the same time! Nothing to it!
