The Reasonable Childhood Independence Law unanimously passed both chambers this year. It seeks to shield Hoosier parents from child welfare investigations solely for allowing their children age-appropriate independence.
State Rep. Victoria Garcia-Wilburn is a Democrat from Fishers who co-sponsored the bill with South Bend Republican Rep. Jake Teshka.
"It really is in regards to developmentally appropriate age-related activities, as defined by, mainly the parent, and of course this does not in any way diminish laws that we already have on the books, like it is irresponsible and illegal to leave a child in a hot car on a hot day like today, for example."
She recalled testimony from a parent who was investigated by child welfare officials after neighbors were concerned that four siblings, ages 10, 9 and two 7-year-olds, rode their bikes to a park, played there for hours and then came home and were alone for an hour. Garcia Wilburn says it sounded like a typical day in her childhood.
“There was state coverage on the Indiana mom who left her kids home alone for an hour and there being a call for CPS," Garcia Wilburn said. "CPS should focus on true CPS cases and not children having a wonderful time at the park.”
"The America I loved still exists, if not in the White House or the Supreme Court or the Senate or the House of Representatives or the media. The America I love still exists at the front desks of our public libraries."

"The King is apolitical there was a whole Revolution about it."
Francine perked up. "Do we need to assassinate him?"
"No. No regicide. And yes I am aware, that is precisely the problem, I'm worried about him interfering in government."
Papa glanced over the top of the paper. "You love interfering in government. But I agree, losing two sitting monarchs in one week would start to look like carelessness."
"You never let me do anything," she pouted.
"There's plenty of time. Your mother didn't assassinate anyone until she was nearly twenty."
"Oh then I'm overdue," Artie chimed in.
"No regicide! And I'm not the bleeding King - I'm allowed! Or rather, if I were allowed to participate in government I wouldn't have to interfere now would I?"
"Can I interfere in goverment?"
"Not until you finish your degree," Papa told him firmly. "What is it in this week?"
"Classics. I'm thinking of taking an apprenticeship with an antiquities dealer."
Mama paused, interested. "Oh? I didn't hear about that."
"Tell the agent you've got tailing me to step up his game then."
"Francine," Papa said, "step up your game."
"Hey!"
"It's a good idea though," Mama was nodding thoughtfully. "It could get you into a lot of interesting places."
"That isn't the only reason - "
"He likes looking at the nuddy statues," Francine said. Her brother reddened.
"That isn't the only reason either! I'll - I'll have you all know it's a fascinating field of study. Ovid's Metamorphoses - "
"Have a story about a fellow who falls in love with a nuddy statue," Francine said smugly.
"Pygmalion. That's a good one." Papa turned another page. "Though I always found Acteon terribly romantic."
"Pygmalion is the one about the insufferable philologist," Mama corrected. "Wilde - no, I'm wrong, Shaw."
"Well I am happy to report my days of being an insufferable philologist are resigned to last week, and henceforth I shall be an insufferable classicist," Artie grinned. "Unless of course next week I decide to drop it all and become a Barrister."
"Not a Solicitor?"
"I like to argue."
"No arguing with that." Papa yawned. "Alright, I think I am going to turn in." He folded the paper and stood up, pausing to lean down for a kiss.
"Ewwwww groooosssss," Francine said. Her parents ignored her.
"Sweet dreams, luv. I promise not to start another Civil War without you."
"That's all I ask."
"I have to dash too," Artie said. "Greek meets early it's very inconsiderate."
"Take your coat this time there's only so much ectothermy I am willing to put up with."
"Fiiiiiiiiiiiiine." He also leaned down to kiss their mother on the cheek.
Francine stood up but she wasn't quick enough with her escape. "Francine, I can tell already I'm going to be kept busy with all this nonsense." Mama gave the paper a disdainful look. "Be a dear and take care of the washing up, will you?"
She waited until Mama had left as well and she was alone with the breakfast mess before telling it all very sincerely: "fuck."
