Ah, yes. This is an eternal debate of mine as well.

Basically, I imagine they were in a relationship grey area. While I definitely think they made their intentions clear with one another and I imagine/headcanon that they had some sort of conversation before leaving the Burrow that at least talked indirectly about their feelings, I also believe that they ultimately agreed they wouldn’t officially be together until after everything was done. And specifically, I imagine that Hermione was the one to spearhead that decision and Ron, although really, really bummed, understood and agreed.

Hermione and Ron are obviously much closer from the outset of DH and in a different way from previous books (and really, that closeness started at Dumbledore’s funeral). They have clearly become more of a solid unit, spend more time alone together than ever before, they are physically more comfortable with one another and openly touchy-feely, and they have clearly had some very serious conversations ahead of Harry’s arrival (i.e. what Hermione did with her parents, prepping for Ron’s departure and how to protect his family, what to do when Harry tries to tell them again that he’s going to go it alone, etc.). 

But I think it makes more sense that they wouldn’t be “together” together at that point because if they had been, I 100% believe Harry would have confronted one, if not both of them about it. Harry needed Hermione and Ron and if they were distracted or focused on something else, even though I think he genuinely wanted them to be happy and together in the long run, it could lead to disaster while on the Horcrux run. 

More than that, however, I think had they been truly together, the Horcrux might not have been able to target Ron as easily. One of the big fears it tapped into was the idea that Hermione didn’t love him, that she never would, and that she would always prefer someone like Harry over him. Now, if Ron and Hermione were officially a couple it may have been a bit harder to fall for that line of thinking. But that’s not to say that being with Hermione would erase all of his insecurities because it certainly wouldn’t, but he would have known she wanted to be with him because they would actually be together. 

But if Hermione and Ron had previously discussed their feelings in a more abstract manner, but Hermione had been the one to finally say, “Hey, we can’t do this right now because it’s not a good time,” even though I think the logical side of Ron would get it and agree, I think the emotionally raw and deeply self-conscious side would make him vulnerable. And after being seriously injured, not to mention scared and starving, I think it would absolutely open the flood gates for the Horcrux to come in and slowly isolate him from the other two.

I know my answer doesn’t really come down one way or another, but technically, if I had to choose, I would say they weren’t together officially. However, I believe that Ron and Hermione stopped hiding their feelings for one another from one another and made some sort of plan to really try once their mission with Harry was finished. 

And all that being said, I also think something shifted after Malfoy Manor and had they continued to live on the run, they wouldn’t have cared too much about the timing. Hermione was almost tortured to death, Ron literally risked his life to save her, and they barely made it out alive before Voldemort showed up. There was no such thing as good timing because there wasn’t even the guarantee of tomorrow. They loved each other and they would have died to protect one another; nothing else mattered.
