I am posting this on behalf of someone I know, she has asked for help in identifying this man to report him to his employers. It is suspected his badge is FIFA related for the upcoming World Cup. The following is a condensed version of the information.
This man was following a young lady of 19 years old, you can see his phone is angled to record her. He checked multiple times to make sure the angle was correct and stared at her the entire time. He stayed behind her despite her attempts to have him pass her, intent on following her.
She became frightened and went to the police whom she talked to for several minutes, they escorted her to her car and as they were going they saw that he had been waiting for her, he got into a car that was waiting outside with another man as they stared her down while slowly driving by. She was able to get these photos of him after observing his suspicious behavior.
