As far as I am aware only Byulha is active with his social media accounts. I will like to note that in these accounts he has posted of being a former idol and pretty much has confirmed that he is no longer part of HeartB.  However, I am still not sure if the rest of HeartB are also disbanded, sorry. ;;

As of now there of course has not been an official statement.  It is important to note that their website has been taken down but all their other sites are still up (although not updated).  The only person who has spoken about it has been Byulha who has open up his business and did make a statement about how he used to be a singer. If you look at their instragram account they have deleted many of Byulha’s photos, the only few that have stayed are groups one and his teaser pictures for Remember. (They reduced their post to 123 which I thought was interesting for a while) This was done a bit early into their hiatus.  One of the last articles written mentioned that HeartB would be doing solo activities but we of course have not seen any unless these activities have been Dojin’s service and Byulha’s business ventures.  The last idol activities have been Chanyeong’s Sweet Lady and Jinwook in KCM’s Hedgehog Love.  

At this moment I really can’t say, there’s no way for me to know with no new information but between your two options the most likely at the moment (and slightly more optimistic one) is that Byulha has left.  We can only wait and hope there is some statement to make things clear.
