House GOP breaks weeks-long standoff between Republican leaders and hardliners

House Republicans on Tuesday broke a weeks-long impasse that had brought much of the chamber's legislative business to a standstill, passing a rule that sets up floor debate and final votes on several measures.
The 215-211 vote delivers a key win for Speaker Mike Johnson (R-La.), who had spent weeks trying to unify his conference as conservative hardliners pressed leadership to take more aggressive action on the Safeguard American Voter Eligibility (SAVE) America Act and legislation to codify President Trump's border policies.
It's July 1st, there are three months left in FY2026. Where are we on FY27?
All 13 bills have been passed by the House Appropriations Committee and 2 have passed on the House floor
0 have gone through the Senate Appropriations Committee with its deliberations being held up by negotiations on the non-binding budget resolution
Attempts to bring several bills to the House floor have been held up over the last two weeks due to wrangling over the SAVE America Act
In the last full week of June, debate and passage of the Energy & Water Appropriations Act were disrupted because of the fallout from President Trump cancelling the signing ceremony for the 21st Century Road to Housing Act
Yesterday, the House rule (H.Res. 1398) that would've brought the National Security/State Appropriations Act (H.R. 8595) and the National Defense Authorization Act (NDAA H.R. 8800) to the floor failed 198-224 because of the decision to attach the SAVE America Act to the NDAA.
Aside from the disruption, in the House we are three months ahead of where we were last year

Congress has lost its grip on funding the government
The legislature showed again this week it is really struggling to follow its own normal budget-making process, and programs Americans love could be at stake.

“Earlier this week, Republicans narrowly passed funding for two immigration enforcement agencies through a “fast-tracked” process called reconciliation designed to overcome the filibuster, because it can be passed with a simple majority in both chambers, bypassing Democrats. Trump is also urging Republicans to again sidestep negotiations with Democrats and pursue a new set of spending priorities, including $350 billion in defense funding, outside of the traditional appropriations process.”

House passes first fiscal 2027 appropriations bill

The House on Friday passed its first appropriations bill for fiscal 2027 with bipartisan support, marking an early step in the annual government funding process and sending the measure to the Senate for consideration.
The military construction and Veterans Affairs appropriations bill passed the lower chamber by a vote of 400-15. All 15 “no” votes came from Democrats.
The legislation would fund veterans’ benefits, invest more than $2 billion in infrastructure improvements for Department of Veterans Affairs medical facilities and four cemeteries, and include $900 million for medical and prosthetic research, among other things.

Senate adopts measure to suspend senators’ pay during future shutdowns

In compliance with the 27th amendment, Senators will no longer receive pay during a government shutdown. It will be withheld just as Federal Employees have their pay withheld until their agencies reopen. If there is a shutdown before November, this resolution will not be in effect as it cannot change the pay of a member of Congress until after the next election has been conducted.
