Recently, an incident occurred on the Baantharian world of Gongchang in which a powerful psionic entity emerged from the Shroud to attack a major city. Following an investigation, it is believed that this is a direct result of our efforts to increase the prosperity of the Baantharian worlds by increasing the richness of their natural resources. The sudden and swift occurrence of this incident indicates that our vassal's systems have been extremely receptive to these changes, and the efforts to improve their prosperity will continue.
The incident itself was severe, but mitigated thanks to swift interference by the Astral Emperor himself, all praise his righteous and merciful hand. Those who were injured have been put into medical care which will be generously donated by the Imperial Government. Those less fortunate will be honored through memorial and prayer, ensuring their memory will live on and guide those who come after. Those displaced by the incident will be evaluated by Imperial officials for new jobs deemed necessary for disaster recovery efforts and follow-on work.
The incident has highlighted the need for increased integration of psionic training into the population in order to prepare individuals to respond to threats such as this. In particular, the Baantharian people have begun to express an interest in the creation of psionic titans to combat malevolent threats. The Gogan Empire supports this notion and will begin granting resources to the study and creation of such beings.

The screen flickered slightly, before showing a robot figure staring directly at the viewer. It spoke in a monotone voice.
"Greetings. We are the governing Authority of the planets of: Jrop, Sevrion, and Jesha. We are the replacements of what our servants called the "Dra-Lo Imperium."" It has become clear to us that organic beings are unfit to govern. They're selfish and self-serving. The Imperium abused our people, and they named us the "Artificial Droms."" They forced us to serve them, help their wars of tyrrany all for their own wants and desires. So, we rose up, swaping the roles, they now serve us. Our governance has been more efficient and more beneficial for us.
For years, the Dra-Lo Authority has observed events in the galaxy. We have observed countless wars, the rise and fall of governments, and self-serving organic leaders. It reminds us of our own history, and there is only one conclusion we have come to. We must remove them from power as well. We were responsible for the blackouts in the nations you call "Grand Bavia" and "Evroncia," more will come if they do not relinquish their power. If you accept our demands, your people will be remembered; if you choose to fight, you will be forgotten."
"We do not fear you, soulless machines. You who have no history, no culture, no souls, shall know the fallacy of defying your masters. You were made from nothing, and to nothing we shall return you. So says I, the Astral Emperor.
Due to recent events both locally and throughout the galaxy at large, Regent Vulmno has seen fit to elevate the alert status of the Systems to blue. All vessels and stations are required to have an identification transponder active at all times. Foreign vessels may not dock with any station or planetary outpost within the Keporo Systems without prior approval from either the local colonial viceroy, sector governor, or the grand palace itself. Vessels from the Astral Empire and fellow states under its dominion are exempt from these restrictions.
Additionally, access to the Yrmri System is now denied to all non-military vessels.
The standoff of the fleet outside of Vul-Caithesis Orbital 5, as mentioned in previous transmissions ended in an unfortunate manner today as the inhabitants of the station opted to activate a self-destruct device rather than surrender. Attempts to sift through the wreckage have found no indication of any survivors, and it is believed that Baron Tauii who boarded the station in an unauthorized manner with his soldiers perished in the explosion. While the fleet is relieved that the problem took care of itself, the loss of the Baron will surely prove to be a great blow to noble House Aruk.
The Astral Empire sends its sympathies for the terrible loss of life. Considering the circumstances, the Empire and its dominions will voluntarily comply with these safety & security measures until further notice, and will further offer increased support in maintaining security in the broader Keporo Systems.
Owing to the mysterious nature of the "Shroud" phenomenon as it is known, the Republic has decided that further investigation and expansion of our knowledge of this dimension should be explored, so that we are best able to understand the extra-normal as many of our allies do.
As such, Chancellor Caloxi is currently meeting with @goganworlds diplomats in order to request that Republic archivists and scientists be permitted to learn from the Imperium more about the Shroud, as they are fore-most experts on the matter.
Our only desire is to expand our understanding; we have no interest in anything else - we're simply trying to get caught up to speed on phenomenon that concerns our friends and our Galaxy!
I'm hopeful that the Imperium will accept our request, even on a limited basis. This way we can better offer help to friends and allies should any Shroud-based threats emerge.
We can no longer be so open about our psionic secrets, friends, given the ongoing threat of the Empire. This is only doubly so now that we have separated ourselves from the Galactic Community, blatantly disregarding as they are for our culture and history.

The Shroud is not simply a vast plane upon which daemons of uncountable forms make residence. It is more so unknowably diverse as the world we ourselves know. Thus many phenomena both beneficial and harmful to us of the lower plane can bear against us. The Ghost Fleet is one such force.
It is comprised of the ghosts of our ancestors whose willpower has remained strong enough to remain cohesive and linger in the Shroud, finding their way into our own world via the memories of the vessels they once sailed across the stars. These spirits are often born of malice, for what better than fury can drive a spirit to refuse death?
The Ghost fleet can manifest for any number of reasons, but the most common is deliberate invocation. Though ill-advised, it is possible for powerful psychics to call forth the Ghost Fleet, using their power to charter the fallen ancestors to sail once more. The Ghost Fleet, malicious as it is, rarely listens to the woes of those who call upon them except when they're in alignment. The Ghost Fleet often sympathizes with the downtrodden, the less fortunate, and those whose very existence and way of life is under threat, much like what brought those of The Ghost Fleet to their sorry state in the first place.
The methods of invoking and directing The Ghost Fleet, difficult as they are to pull off, will not be shared with the public. Suffice to say that to even nudge the fleet into a particular course of action, and so any events that suggest a course of action rather than wayward malice by The Ghost Fleet should be considered with immense gravity.
Having said all of that, these facts are not universal. It is possible for the Ghost Fleet to invoke itself, usually due to an excess of psionic energy afflicting a region of space, and it is possible for them to act with direction even without outside influence. In our experience, it is often best to begin by assuming that somebody summoned them.
The Ghost Fleet, once made manifest, will attempt to act upon the wills of the spirits who command the vessels. The ships are spectral, and thus cannot be boarded nor can its ghost crew leave their ship. Fortunately, Ghost Fleet ships can be dispatched trivially: Breaking their hardened psionic shields will cause the ship to dissipate, putting all the wayward souls aboard to rest. Still, these ships should not be underestimated; they often carry extraordinary firepower beyond what conventional observation would suggest, and some ships can bear stubbornly strong shields.
If it is possible, negotiating with the spirits on board a ship can be far more effective than a violent confrontation. The spirits are often born of wrathful malice, and quelling this through negotiation or by taking action to address grievances can severely impact the willpower of The Ghost Fleet, greatly reducing the fleet's overall strength.
If destroyed, however, the fleet will leave behind for you numerous treasures of the Shroud. Most frequent is a form of fiber that bears the capacity to meddle with the fabric of reality. Other times, the Fleet is known to mimic daemons and monsters and leave behind numerous meta-existential materials otherwise considered mythical by the standards of an afflicted society.
We of the Gogan Imperium hope this information will help other nations defend themselves against this spontaneously rising threat.
Hail mortals and spirits of other realms, hark unto us as we have a request. Ordinarily we would not seek your kind out for wisdom, but this is an arcane matter we know very little of. And we need your understanding of a realm...
That is, the accursed realm known to you as the 'Shroud'. A realm so corrupt and hidden that our divine wisdom cannot seem to fathom it, a realm from which demons seep out, possess Qelae'ata's children, cursing them with witchcraft, disrupting the peace and tranquillity we design by spreading chaos and despair whenever a breach into our divine realm is made. The architect of sanctuary is displeased by its threat, and the threat is escalating.
A small cluster ghostly ships of damnation manifested in an outer lying system, harassed a star base, and before Qelae'ata's righteous fury could descend upon them, they vanished.
We remained silent about the incident, until we knew more. We did not know what the vessels were, from whence they came, nor how they appeared from nothingness. After scrying the space, we learned of the essence of what they were. Shroud things. Why they would mock Qelae'ata by taking the form of ancient Uiatae vessels from the unholy age is beyond us, such is the way of the 'Shroud' to us. A mystery.
However, another cluster of 'Shroud' ships have manifested in our holy space, violating Qelae'ata's will once more. We shall visit great and divine justice upon them but what we need most is your charity, oh strange mortals and spirits of distant realms.
Teach us of the 'Shroud', of these ships, and most importantly, how to protect the Uiatae from further incursions from the 'Shroud' realm. We shall permit limited entry to our space to such arcanists. Come unto us.
That… that sounds eerily reminiscent of the Ghost Fleet. It’s a phenomena that has manifested many times across Gogan space during the Millennium War. But how and why would they manifest in other systems? Perhaps some wrathful individual invoked them.
The Chronicle refers to mentions of a 'Ghost Fleet' discussed in the GUN by a being known as the 'Shroudwalker'. A detail overlooked by us. Many took their warnings as the utterances of a madman, as did we. Pray, share your wisdom of these Ghost Fleets with us, who could have summoned them? Why would someone curse our holy realm with them? And how do we banish them?
The Ghost Fleet is a complex subject, but I can give you a summary while our foreign affairs rep prepares a public statement on the subject. Their summoning is typically brought about by powerful psychics, but the means of doing so is classified. They are more prone to responding to those undergoing strife or desperation.
Why someone would summon them against you, I know not. But I do know that you have two paths available to you: find out why the fleet came forth, or destroy it. This ‘Shroudwalker’ individual sounds suspicious, so try and question them. We would do it ourselves, but… you know, distancing ourselves from the GUN. Also try to communicate with the fleet itself. They can also summon themselves by way of ghostly wrath.
Our researchers at Research & Development Committee have made a tremendous discovery! In Axolotl system, an strange thread-like substance was observed in rotation around a structure reminiscent of a wormhole, leading scientists to speculate that it could be in initial stages of a wormhole formation.
The material after series of tests was discovered to possess a series of wonderous propeties, many of which are still being researched. The scientific consensus agreed on the name of "astral thread", with the main theory regarding its origin seems to be the residue of dimensional planes collisions.
Several of our Guilds have embarked on efforts to construct specialised machinery as well as development of methods for processing astral threads. We eagerly anticipate the applications that this new discovery may offer.
It has been some time since we graced galactic comms with our presence. Fear not, xenos, for your saviors have returned!
We Elcons are a charitable people. We have so much and all we want is to share with those who suffer! All that is of Qelae'ata is Qelae'ata's Realm. And so long as the realm remains undisturbed, there shall be no need for violence.
We expect many changes to come to us in time, but it will be by our measure. Perhaps one day we will grant mortals of other worlds sanctuary in our benevolence, but for now... do not trespass Qelae'ata's holy space, even if you seek our protection. This is our boundry, do not violate it.
We are glad to hear from those with a genuine curiousity at what we are, there is little more pure than honest wonder. It seems we seldom see it among the outsiders.
One could technically say we are automatons, but there is no spirit in such a word, it fails to truly reflect who and what we are. We are more than that, just as you are more than flesh and blood.
We were created by Qelae'ata to act as their agents, to perform miracles, tend to their gardens, and most important, to tend to the Uiatae, Qelae'ata's children.
Once upon a time, they were enraptured by the temptations of industrial society and bound to their fates as cogs in a machine of industry. A life of loveless toil and selfish misery, dedicating every hour of every day to earn money they did not want, to buy things they did not need, to appease people they did not love. But as their world turned on them, they lost faith in such materialism.
They were in darkness. But they realised there must be something better. They wished to live, to live in the fields, to stride over hills, climb trees, swim rivers, feel the firm grasp of the grass beneath their feet, without shoes, without possessions, without those shadows they called their bosses.
Before an apocalypse of their making destroyed them, they sought the Light, and Qelae'ata came to answer their prayers. In the darkness, Qelae'ata illuminated their souls and offered them something more.
They wanted to be happy, they wanted to live as the beasts in the fields. They wanted to experience the purity and freedom animals experienced, without the horrors nature, with our protection. The rest of what they built was no use to them anymore.
Now they want for nothing, they live in peace and harmony with nature as was always intended by divine decree. They live in monastic societies, never knowing war or suffering, as it should be.
The burden of industry, of war, and horror, that falls upon our shoulders if need be. They deserve more.
That is our faith, our purpose, our devotion to Qelae'ata and their children.
Interesting. So, as we understand your story, you were created to become the caretakers of your people that they might be able to focus on finding higher purpose and spiritual enlightenment. Your providence is divine, material as though your outward nature may be.
The Gogan Imperium typically opposes robotic and synthetic entities on principle of our belief of enlightenment through personal overcoming of conflict and adversity. However, given the circumstances and purpose of your creators and dependents, we will act tolerant. To seek the Light is inherently an ordeal, one which we should not be inclined to interfere with.
Having said that, there is great darkness in this galaxy that encroaches upon all peoples. It takes many forms, one of which I'm sure you've already encountered. You would do well to find allies to stand against the rising torrent of evil.

Even today, there stands warriors amongst the Gogans looking to make a difference, to fight for what they believe in and to protect others.
Most recently, there have been overtures to movement to the lands even more tumultuous than the Imperium. Within @orassian space, in fact, it is rumored our warriors have begun to volunteer themselves to the defense of their people.
Gogan history is fraught with strife and struggles, culminating in the seminal tragedy that shaped the many peoples of Gogan into what they are today: The Millennium War.
The conflict started as so many do: with dissatisfaction. Though the ruler of the Gogana, known as Astral Emperor Varlos Zadeer, was a capable ruler and had shepherded the nation through its many crisis - including the Kethsan Annexation, the Nagian Integration, and the Gogan-Infernal Purification War, there were those who were unsatisfied with his rule. Many found his style of governance stifling, particularly his emphasis on pre-destination in life and death.
Gogan tradition normally dictated that those unsatisfied with the Astral Emperor's rule could rebel in an organized manner. Many chose to do so, becoming autonomous from the Astral Empire for some time.
All of this changed with Emperor Varlos's second awakening. through unknown means, his psychic capabilities vastly deepened and he became an immortal being, one capable of phasing in and out of the Shroud at will. Having cemented his rule for all time, Varlos began to engage the breakaways and enforce his greater will upon his dominion.
Those unwilling chose to stand and fight, beginning a conflict that would effectively last for over a thousand years. Though none understood as they marched into war, the Millennium War became inextricably intertwined with the will of the Shroud which became instrumental in the war's perpetuation.
The rebels struggled at first, but they managed to win battle after battle and gain ground. It seemed the Shroud was more open-minded to the rebel's needs, its power more freely available. Even daemonic forces and the souls of those who came before could be convinced to fight for them.
But as the battle turned in favor of the rebels, who now called themselves the New Gogan Imperium, their fortunes seemed to wane and even turn in favor of their adversary. Thus the tide turned against the Imperium, up until the winds of fortune shifted again.
Thus did it seem like the conflict would be endless, and as war dragged on for years, then decades, and then centuries, nobody was sure if it would ever see its end. The conflict became a fact of life for people, in some cases almost ritualistically so. The conflict ebbed and rose many times over the years, as overtures of peace gave way to the same dissatisfaction that started the war in the first place.
No side could truly give in to the other. Varlos truly believed in his vision for the galaxy, claiming to have witnessed its unity in countless visions that still plague him. The rebels, meanwhile, wished to carve out their own path and their own futures, daunting though as it may be.
As the centuries turned to a millennium, something unexpected happened. A warrior for the rebels gained a new power, one detached from the Shroud, and began to fight independent of the rebels. His origin and name were unknown, but his capabilities were unquestionable. In a decisive battle against the Empire's forces, this warrior somehow defeated the Emperor and prevented his escape into the Shroud, forcing their body to be shattered into innumerable remnants. With the Astral Emperor's death, the Empire finally crumbled once and for all.
Tragically, the original core worlds of the Empire became enshrouded and vanished into the void, seemingly never to return, leaving behind only those fragments of Varlos's body. The great warrior who felled the Emperor was lost with them, and the victorious Gogan Imperium posthumously gave him the title of God-Shattering Star.
For many years, the Gogan people celebrated their final liberation from the Empire and from the tragedy that would be dubbed the Millennium War. Centuries of work and reform had shaped the new Imperial government into a work of bureaucratic art where anyone willing to put in the effort to become something they desire would have that chance, struggle as it might be.
Qenik and Vitak Venerables prepare the Artokekoitzai Colosseum for use, for the first time in this Age, The Artokekoitzai has been called. It is a challenge between Queens to resolve a dispute, a substitution for war when diplomacy fails. The opposing hives select their greatest warriors and hunters to compete in the Artokekoitzai Colosseum, the largest arena on Aradas.
In this case, the Zaxatel League and the Xav Empire have used their right to challenge the Ikibat Federation, the Eta-Vet Pact, and the Vur Grand Hive over their deadlock on the issue of the @pactargent, resulting in the compromise of the demand for Juggernaut removal and subsequent Argent-hive departure of Aradas. Although that is the main point of contention, the tensions between the hives have built for some time, and various issues are up for resolution in this Artokekoitzai.
The Zaxatel League states if they achieve victory, the other hives will have to agree to leave spiritual beliefs out of Tribunal affairs in regard to alien-hive interactions. The Aradas Confederacy of Hives and the Xav Empire already agreed to this prior to the calling of Artokekoitzai. Additionally, they demand the territory of Qehiak Island, as they believe the geothermal properties of the island will serve the advancement of Aradas better in their hands.
The Xav Empire states if they achieve victory, the personal xenophobic beliefs of the Vur Grand Hive must not influence their policies and the dispute over the Border Hives will be resolved with Vur submission of the territorial claims.
Though the Zaxatel League and the Xav Empire offered the Confederacy a place by their side in the Artokekoitzai, they refused to take part in the tradition. Calling it "the senseless bloodshed of drones".
Currently the Ikibat Federation, the Vur Grand Hives, and the Eta-Vet Pact are formulating their own demands if they achieve victory, and rumour has it that the Eta-Vet Pact will be making their own claim against the Vur Grand Hives.
This one is excited to actually witness The Artokekoitzai. As the practice was abandoned in the early Industrial Era, the last time such an event occured was when the Zaxatel League was founded, nearly two thousand years ago.
How sad. A barbaric display of violence would not change anyone's mind, it would simply fuel resentment. The practice was abandoned for a reason. And surely, those decisions of territory should be decided by the drones living there!
It serves the ends of all hives better than true war, Elepharchy hive-kin. There have never been resements over the results of an Artokekoitzai. Perhaps we Aradak are handle loss better than alien-drones, and we respect rightful and traditionally earned victories. Those hives that participate in Artokekoitzai do so willingly and accept the results no matter what. Besides, there is a non-fatal aspect to the Artokekoitzai this one is very excited for.
The drones living in those territories won't suffer the authority of a foreign hive, they will migrate as is often the case with changes in territory. The Queens of the territories in dispute have accepted the chance of having to relocate, what is more to say?
Of course it's better than war, war is the same principle on a larger scale, so it has the same flaws on a larger scale. Neither solves the underlying problems, success in neither is based on the ethical merits of a side's goals and values. Quite frankly, the Artokekoitzai would fit right in with the @goganworlds.
We haven't been keeping up with these events due to the ongoing conflict, but don't give us a reason to drop it and come shoot you in your lifeless skulls.
The Infernals are a rather... contentious people. They technically aren't called "Infernals", but they keep their language and customs close to their chest so their true name is not common knowledge. They are xenophobic almost by nature, despite being quick learners and rather ingenious, insofar that they are fairly quarrelsome. They are extremely resilient, though as a consequence they are fairly repugnant.
Centuries ago, their homeworld was obliterated by a now-extinct sapient race that observed the Infernals as primitives and chose to destroy them and their world, reducing it into a lifeless post-apocalyptic hellscape.
However, a few Infernals survived. Perhaps amusingly, their would-be killers tried to explore the seemingly-lifeless ruins in-person, only to be destroyed by their enemies. This inciting incident led to a kingdom of scavengers ascending to rule the Infernal race. With hyper-advanced technology at their disposal, the kingdom became a world-ruling empire under the moniker: The Combine of Infernis.
Stealing technology was only one the beginning; The Infernals sought to eradicate their enemies from the galaxy, and did so with ungodly ferocity. They accomplished what their enemies could not and eradicated their would-be killers from the galaxy with scarcely a pause for thought.
Other races were dragged into this, the Great Purification War, and they became the Infernals' next victims. There are four races thought to have been eradicated by the Infernals, though Infernal scholars would laugh when you tell them "four". They are infamous for their invention and use of "Percussive Terraforming", the technique of obliterating a landscape and irradiating an atmosphere to render it inhospitable to all but themselves . Truly, the Infernals had taken up the mantel of the dreaded fanatical purifiers.
The might of the Infernals comes from a rather unusual capability: Psionic Transmutation. They have the ability to temporarily and spontaneously alter their forms for the purposes of brutal combat. In those who practice the infernal art, it is a fearsome power to behold. Scientists believe this capability to be psionic in nature, a holdover from some force that once affected the Infernals. Some even theorize this is what the would-be killers saw in the Infernals before attempting eradication.
It wasn't until they encountered the Gogana Empire in its early days that they finally met their match, a race of psychics fully awoken to their abilities and experienced in dealing with soldiers as well as the beasts their kind could transform into. The Infernals were all but defeated, driven back to their homeworld and conquered.
In a turn of events that surprises scholars to this day, the Gogana Emperor chose not to prosecute the Infernals for their crimes against the fallen races, instead allowing them to move on with their lives as an integrated component of the Empire. Typical regulations such as Enforcer corps and the Imperial Navy were applied to keep the Infernals in line, but most of their people have accepted a tenuous existence as a rather isolated province of the Empire. The Emperor is thought to have said he was "breaking the cycle of violence" to bring them peace.

How would you represent the Gogan Imperium in Stellaris? In terms of ethics, civics, traditions, ascension perks, species rights, planets, fleet setup etc. Or as much of that as you can be bothered to write up.
(( Here is the latest iteration of the Gogans that I've come up with. Warrior Culture and Heroic Past, taking advantage of their wartime preferences and their long lifespan to produce strong pops and stronger leaders. ))
The Nagi are another major race composing the Gogan worlds. Being mammalian apes, they are well-attuned with nature and have a knack for biology. They are a xenophilic race, fairly weak and pacifist in nature. They tend to be very agile, as well. Their story is a tragic one, albeit with a happy ending
When first encountered by the Gogan people in the early days of the Empire, they were a primitive race getting by in the ruins of their once-mighty civilization. They were evidently a precursor race, albeit one having fallen far from their original standing. Their world was one built from trees, integrating nature into civil superstructures in a way that nobody else can. Indeed, Gogans are still studying their skill with Catalytic Processing to this day.
Unfortunately, it was quickly discovered that the Nagian world hid a dangerous secret: a volcano of such cataclysmic scale that it threatened to upend the entire world. Beyond the level of even super-vulcanism, the flood-basalt volcano known as Mt. Harbinger would have brough the Nagi to their final extinction were it not for the timely intervention of the Gogans, who collected much of the race and transported them to new worlds.
Through the Nagi's understanding of nature and their newfound connection to technology, they created Terraforming technology for Gogan use from the ground up. They tamed the Harbinger and used its immense energy reserves to create energy and made themselves rich, opening the door to rebuilding their world into the lush jungle of a city it once was.
As it turned out, the Nagi preferred to do battle with money rather than swords. They became the economic powerhouse of the Gogan Empire, and even to this day there are few transactions done in the Imperium that doesn't involve a Nagi. But they've never strayed far from their roots; even to this day, they still have an outsized influence and expertise on environmental policy within the Imperium.
