From what we actually see, WL, Monomon & Herrah were equal participants in cooking up & carrying out the plan. (Probably Lurien too because why'd he be the exception?) You can find the evidence around the map in their hideouts. - Seer calls it "their" lock for a reason.

He was somehow the one token asshole among his wife, close confidants & trusted underlings? All those ppl who were beloved, respected & lamented by their respective underlings and/or greatly loyal to him & remember him fondly?

Heck, even those who weren't per se his biggest fans note him as keeping his bargains/truces/agreements. (well. until that time he couldn't.)
