I think that Gallifreyan ideas of modesty and respectability extend to covering your hair or at least wearing a semi covering veil. Maybe not all the time, but specifically in official meetings, ceremonial events, anything where formality would be expected. The veil I drew here isn’t very covering so this would be a more casual covering, maybe for assemblies at the academy or something equally on the line between formal and casual. Whereas during anything more formal they would be expected to wear a covering that conceals more of their hair. I drew this veil in orange as a reference to the Prydonian colours.
