I don't know how common it is to give a head-canon of a character's culture being that of/similar their actor, but after the real background of Jonathan Groff, I'd like to propose the idea of Rogue being from some Doctor Who equivalent of the Mennonite (Pennsylvania Dutch) culture. Besides the association of the actor, I have two reasons for this:
I'm sad that there's never any representation of Mennonites/the Pennsylvania Dutch in the media. I honestly only ever see outsider pieces dissecting it under a microscope – and sure, it's a culture that can be really traditional in places, and not everyone wants to go with every aspect it has to offer. And that's fine. But it's still a whole culture, and it's my culture too, and I'm allowed to be sad that it's not often represented.
The idea of futuristic space Mennonites would be so freaking funny.
