The layout aside, it is nice to see someone with a handdrawn OC again once in a while, seeing how many merely revolor canon-characters.
Now let's start with her name!
"Cecilia" is a latin name, that literally means "the blind". I don't know if it was choosen on purpose, but it would be awesome if it had anything to do with the character itself. At the other hand, this does not influence the overall design otherways, so it's fine both ways!
I thought at first glance that it would come from "Negro" to "Negrescu", but I think I'm wrong about that, haha! Nice name anyways, not too exotic for the Soul Eater Universe and not too long to keep in mind.
Now let's get to her looks!
Soul Eater is one of the series where pink, blue and even green hair can go through without any problems, seeing how they are not uncommon as a natural hair color. So nothing about that for me to say! Her clothing goes along with her bat theme, which is natural, seeing how she is a witch. As seen with Arachne or Medusa it is anything else but unuual to wear clothing that goes along with the animal theme.
This is also one of the few options that allows you to give her fangs, other than stating that there would be vampires in the immortal clan (other than that I never came across other explanations which would make sense). Another thing that adds to her witch theme. The glasses make her look like a student of some kind, as well as her piercings. But personal items are something that every character has (like Giriko whose piercings also have nothing to do with anything but are simple decoration).
Let's move on to the info page!

Here, we get told that she uses disguises. Maybe something that is explained later (we will see). However, as of right now I'd say it implies that she has to hide from someone, most likely the Shibusen, making her an enemy of them or at least neutral (as every witch that is not openly an ally is considered to cause problems for the students and the Shinigami). A thing that suits the canon-verse very well.
We already talked about the name, so now for the age. Eighteen is a bit young for a witch, but not impossible. We either have very old ones like Mabaa or Arachne (who is 800y+) or really young ones like Kim (~14-17) or Angela (~7-9?), giving people the possibility to choose the age of their witch freely without making it look weird.
I don't have anything to add about the Height and Magic theme or Race.
What I miss, however, is a symbol or item theme like arrows. But again, as seen with Arachne it is not necessary, but more something additional that can be added.
Cecilia is generally a pleasant person after you get to know her. She is quite passive and usually is undercover as a musician, rarely using her powers unless provoked or enraged or merely a odd piece of mischief . As decent as she tries to be she holds a distrust and instinctive hate towards Shibusen due to Witches long rivalry with them. She has a tendency to act big sisterly (albeit rebellious big sister) to people she is close with and is very respective towards other witches and certain other beings. However she has a punky and playful side and enjoys in pranks usually directed at unsuspecting friends, mainly towards her friend and ally Usamata.
Okay so now we get to see that she not only hides, but also interacts with the outside world with a mask on, like Medusa did as a nurse. She seems to fit into the area of a neutral witch, as being stated. However, I see a big gap between attacking when being provoked or merely using it for fun. This is (in my opinion) a bit in contradiction with her being a passive person. Of course, it is not impossible, but written for a character these two aspects can become a little bit weird when mixed together, or at least with this kind of phrasing.
So we can say now that she is not only disguising herself being a witch, but futhermore acting more calmly when in reality she's a little bit of a brat sometimes, I hope I got this correctly. This makes her seem a bit childish, but it's by no means unsuitable for that age, if more mature aspects as being protective over someone are added as well.
A very nature related person, nothing that would be weird for a bat witch. I like the moths thing the most, as they are popular snacks among these animals However, depending on the exact race I'd either replace the Woodland with or add caves as a prefered location.
Since I assume that Usamata is a rp-partner of some kind, I'll skip that point, unless his bad attitude includes acting rebellious or being very childish as this would actually go along with Cecilias behaviour.
As for her outfit, I can only say that I think it looks a bit overloaded for a Soul Eater character (where the outfits are rather simply). But other than that... It reminds me a bit of Hatsune Miku on the top, but maybe that's just me.

This one includes additional infos and her magic! A big plus already, seeing how many completely skip that part and never engange into fights or come up with the witches abilities, which is a shame as it gives so much freedom for extra powers.
Things to know:
She believes in Feminism, this does not mean she hates all guys (thats being Feminazi) she Believes that women and men should be equal and will say something if she thinks that isn’t happening around her.
What we have here now is a rather normal thing. Women that are in fact feminists but are scared of being confused with Femnazis that possibly could give them a bad image. I'm interested in how this is something she agrees with, seeing how witches (as far as we know) are all female, making them basically superior to every normal man (Power-wise, save for ones like Mifune).
She has a soft spot for most animals not just bats.
At the end of the day she is a witch, despite her trying to be a good person its in her nature to be destructive, she can be as dangerous as any other witch.
A trait that many, many characters have, but nothing that would prove to be problematic in any way. The witch-thing is more like basic knowledge, but I think it's good to point it out once again.
Her contempt for Shibusen does not mean she will attack a pupil or member on sight but she will have an icy attitude towards them.
This could do it however. How can she absolutely distrust the Shibusen, which is basically only made of pupils and a tiny amount of staff, while still not acting hostile towards possible murderers that wanna go after her soul? I'd might overthink that point again. However, I also get how this would make it a bit hard to interact with other characters, seeing how this OC is meant to be used for rping.
She has a secret soft spot for small cute things. This can be from kids to fluffy baby chicks to little cute trinkets.
A very popular thing as well to add, especially with female characters. I think it's okay to keep it, but I don't see why it has to be extra pointed out.
She see’s really close friends as her family, especially Usamata who she occasionally will refer to as Sis or Sister.
Again, something that is not special enough to give much attention to. It's a natural thing.
She is Romanian and has a bit of an accent which she tries to hide.
Despite being bat themed she doesn’t have much of an interest in Vampires.
This is rather funny. For anyone that is not aware of it: Most bats don't suck blood, there are only one or two kinds that do and these are really rare.
She has a tendency to drift off into day dreams, sleep in the daytime and be a bit lazy.
She doesn’t have the best sight in the world but some pretty good hearing. She sometimes needs to use glasses.
While it is important to not only base her on her magical animal theme, this explains a few things. So nothing to say about that either.
She will admit to eating bugs.
She is Pansexual. (no this does not mean she’s attracted to Pans. )
She travels around the world a lot and doesn’t really have a “home” However she will regularly stay in Usamata’s apartment for several weeks or so.
She has a number of piercings.
She frequently calls herself a bit of a cliche (red black.. bat punk etc. )
Additional infos a they are. I cannot spot anything that would be all too important for her character as it is, other than the home-skipping which would imply that she's not too much in need of safety and very independent.
Ceci is currently in a relationship with ocd-reaper’s version of Kid. Unless its an alternate timeline we are roleplaying she will remain true to this relationship
Assuming that this was developed in a rp it is absolutely okay. It would be another thing when it was simply stated that she's in a relationship with Kiddo without informing anyone or having anyone know about this (which is like shoving it into the face of the roleplayers of the character).
Her Guitar is her father’s who has sadly passed away (he was a witch who was hunted) it is her most precious possession.
Her father’s death is the main fuel for her first distrust of the DWMA
Cecilia didn’t know her mother, she doesn’t know what happened to her. Her father was a very old witch so he had a lot on his record. He raised her by himself so when he was eventually killed……. she went travelling because she couldn’t bare being “home” anymore because it didn’t feel like home to her.
This is critical. Not the guitar thing but a male witch. We never saw one in canon (minus Blair who was shown as a male but is not a witch but a magic user), making this hard to fit.
Despite her punky appearance and attitude she is in fact very well cultured taking an interest in the arts, history, classical music and English literature.
She enjoys astronomy and maps heavenly bodies for a piece of research of her fathers that she chose to continue.
Despite her Punky exterior Cecilia is actually very classy and was raised to act and behave like a lady.
Uh wait. So she plays pranks and wears punk clothing but is a classy lady? I could see it happening when a bridge would be added, like "due to her being raised with the goal of making her a classy lady, she yearned for the exact opposite of it, and pure freedom, leading to her becoming a rebellious young female"
This is a more of a current one due to recent events: Ceci has learnt that not everything is black and white and has learnt this by those she has met in the DWMA. She now freely affiliates with them
Another rp related thing. Might requires it to update the other infos as well so we don't have a complete mix of opinions about the Shibusen.

While I felt a bit reminded of Digimons Myotismon, I would only add a bit more detail, like exact descriptions on what happens with each spell.
The relationships aside I think that was it for now.
Overall I'd say 9/10 would rp with!
