the program i use to encode, sharpen and resize is vapoursynth. i do all the rest (colouring, blurring, extra sharpening) in photoshop.

first i select the timestamps i want to use in this part of the opened video.

once i have my timestamps, i drag my video file into the vapourscript shortcut (it even has a subtitle i included in the screenshot so when you download the program you know where exactly to drop the file).

when the script opens, i input my timestamps. for this video i wanted to begin at minute 2:00, and i wanted it to last for 7 seconds.

when i enter, my browser opens this page. this is where i can play around with resizing, cropping, sharpening, and so on.

i always use the same settings but with different sizes depending on personal preference, so here's my usual settings. for the purpose of the tutorial, i made smaller gifs. i also included my sharpening setting below.

afterwards i copy the code above and paste it into the vapoursynth editor:

then i go to script > encode video

and using the settings below, i encode what i just made!

i go through the exact same process with the candy sugar pop video, except for slightly different settings. these are my settings for that file:

then i just open photoshop and colour the gif in there! my colouring process is different for every single one of my gifs but i always use the selective colour, exposure, brightness and colour balance layers and play around until i make something that i think looks good enough to post. here's my final edit:
