The Chief Executive of Hong Kong Carrie Lam suggested to either landfills or develop the country parks in Hong Kong. The land supply is limited and there will not be enough lands for building residual houses without them.
On the other hand, the author suggested there are large amount of brownfield and village-type land. If Carrie is strong enough to develop these area, it can still provide a huge amount of flats without destroying the environment.
However, according to Basic Law, the indigenous residents should have their right to build their small houses inside their village area. Developing those lands will definitely makes them angry and they are rich enough to sue the government. I will put these lands as last choice if I am a governor. Turning brownfield into residual area is a good choice but I don't think the government is brave enough to affect the earn and living of the triad. As a result, develop country park or landfill seems the only choice they have.
Although country parks in Hong Kong occupied a large area of land, its function is to provide green field and living area for wild animals. It can also be used as a back yard of our residents. It looks like they have low economic value but it has high psychological and environmental value. They should not be developed.
