The El Paso County Historical Commission invites the community to attend the unveiling of a historical marker honoring Elvira Villa Escajeda (1920-2022), a longtime Segundo Barrio resident and founder of the Chamizal Civic Association. The ceremony will commemorate her life and legacy, alongside families displaced by the 1964 Chamizal Treaty.
