Yo, that's an interesting question!
I created my OC from the beginning purely from my head. Well... I don't use references specifically to create an appearance. The appearance of a character appears in my head. And this obsession is like, "draw me and don't forget about the clothes."
Ideas for clothes and accessories (sometimes for hairstyles) I'm searching the Pinterest. I find a reference and do something similar. I do the same with the character's color palette if there are no ideas.
I also have a habit of frequently redesigning the OC for one simple reason....the first painted appearance of the character is a rough concept... For this reason, over time, the appearance (and sometimes the character and history) undergoes either significant or minor changes (here, according to my mood). For example, I'll attach the very first design of Tori and the most recent one.
I'll also say about the story that the character needs, preferably to write... I CAN'T DO THAT. I mean... I've written out Tori's story, but I'm very picky about myself in this regard and I'm very shy about rolling out the character's story. I can't explain it, I'm just afraid to write character stories because I think they're too cringe-worthy. Even some text references can't calm me down.
The conclusion is that if fantasy allows it, it is better to build on its impulse and then correct the existing concept and not hesitate to use references. At least that's how I work, and it's quite convenient for me.
