I think it's both! I think Tommy came there out of real desperation, and yes—he was looking for absolution, but Tommy does believe in stuff like curses and second sight—he has a certain level of fear/respect associated with it. For example, he takes Tatiana's little "joke" about the sapphire being "cursed by a gypsy" very seriously, and he doesn't question Polly's claim that she knows Aberama wants something in 4x02 because she can "see it in the air" around him. He believes her and uses the info provided.
I think Tommy genuinely hoped that when he handed Madam Boswell the jewel, she'd immediately go, "Woahhh there's something very wrong with this thing," and that's why he asked her about the jewel in the way he did. He didn't straight away tell her he thought it was cursed—he handed it to her and invited her to tell him what she sensed about it. When she didn't sense anything off about the sapphire at all, he knew it wasn't cursed and he'd just been carrying around false hope that she might be able to absolve him.
She then did try to give him peace of mind by telling him it was cursed, but they both knew she was lying to him to try and make him feel better so it didn't work. And that's part of why Tommy admonishes himself as he departs, saying, "All religion is a foolish answer to a foolish question." He was basically calling himself foolish for having believed for a moment it wasn't all his fault.

broken down so totally by his job that he's been rendered incapable of recognizing his triumphs and can only see the blood on his hands from all the people he's failed to save

i understand wanting to coddle your guy after the horrors or whatever but. there is something sooooo compelling about strangers and even friends flinching away from the Character in the aftermath. something’s not the same as it was, and maybe no one can put their finger on it—what draws their focus that never did before, the intensity of their attention, the way they set their jaw, now, and never quite fully relax their body. but it’s unsettling. even if you can’t name it, there’s the suspicion that something in them broke into a sharp edge, and people can sense the threat.

Not sure why it's a new trend among fic readers to assume if the fic has not been posted within the week it's inappropriate to comment on it, like the fic has to be hot out of the oven to give feedback for.
I got a comment on a fic that is less than a year old and it was mostly an apology for being a comment on an "old fic" and how late they were in commenting.
Just comment on the fic. Doesn't matter how old it is.
