That's not Steve Rogers saying this. That's not our good old Steve Rogers, but the Steve who was Captain Hydra and believed he was raised in a fanatical Hydra cult from childhood, because this panel comes from the Pleasant Hill comic event and takes place shortly after Kobik de-aged Steve and turned him into a Hydra agent. He wanted Sam to fail, because he wanted to defeat the heroes.
