What a pool contractor in Dubai actually does
People assume a pool company digs a hole and tiles it. The digging takes maybe two days in a ten-week programme. The rest is engineering, paperwork and coordination.
A licensed swimming pool contractor in Dubai takes responsibility for these things:
Design and structural drawings
Shape, depth profile, water line, overflow or skimmer, plant room position, and coping level against the villa's finished floor. The pool shell is a retaining structure holding back soil on all four sides, so a qualified engineer stamps the reinforcement layout. A 3D render is a sales tool. The structural drawing is the thing that gets built.
Private pools in Dubai are registered with Dubai Municipality before construction starts. Applications for areas under DM jurisdiction go through the Dubai Building Permits System, reviewed by the Health and Safety Department. If the villa sits in a Trakhees zone such as Palm Jumeirah or Jebel Ali, that file goes to Trakhees EHS instead. Some free-zone plots fall under the Dubai Development Authority. Excavation, shoring and dewatering
Sandy soil collapses. Parts of Dubai near the coast hit groundwater at two or three metres, and then pumps have to run day and night for the duration of the shell works. This is where honest contractors put a provisional sum in the quote and cheap ones stay silent until the water arrives.
Shell, waterproofing and tiling
Reinforced concrete, usually sprayed, for anything custom. Fibreglass shells for standard rectangles. Then a waterproof membrane, then screed, then tile bedded in cementitious adhesive and grouted with epoxy at the joints. Epoxy grout costs more and doesn't stain or wash out. Cheap grout is the single most common reason a three-year-old Dubai pool looks tired.
Pump, filter, dosing unit, heat pump or chiller, balance tank on overflow pools, backwash line to drainage. Dubai Municipality reviews drain locations, anti-entrapment covers, electrical bonding and circulation flow rate on the MEP drawings. Undersized pipework is invisible on day one and obvious in July.
Water is balanced, systems are commissioned, warranties are handed over, and someone shows the household staff which valve does what. Then a service plan, because a Dubai pool left alone through August turns green in about five days.

Two models exist. A turnkey contractor signs one contract with you and owns everything. A pool subcontractor works under your main villa contractor or architect. How pool construction works, stage by stage
Here's the sequence on a typical Dubai villa pool. Times assume a concrete build of around 8 x 4 metres with no unusual site problems.
Someone measures the plot, checks access width for machinery, looks at where the DEWA connection and drainage runs are, and asks how the pool will be used. Laps? Kids? Entertaining? That answer changes the depth profile more than anything else. Allow a week.
2. Concept design and quote
Layout, finish options, plant room location, equipment schedule, itemised price. Ask for the quote broken into shell, waterproofing, tiling, MEP, coping, decking and approvals. A single lump sum hides everything. One to two weeks.
3. Engineering drawings and authority submission
Structural, architectural and MEP drawings go to Dubai Municipality through the BPS portal, or to Trakhees if the plot sits in a PCFC zone. Community NOC runs in parallel. Two to six weeks, sometimes longer if the first submission comes back with comments. Nothing legal happens on site before this clears.
4. Excavation and shoring
Machinery in, spoil out. Mid-terrace townhouses with no side gate get dug by hand, which adds days and cost. Dewatering pumps go in if groundwater shows up. Three to seven days.
The reinforcement cage is tied and inspected, then concrete is sprayed or poured. The shell then cures. Rushing the cure to keep the programme is how hairline cracks start. Two to three weeks, including the cure.
6. Waterproofing and first fix MEP
Membrane applied and water-tested. Suction lines, return jets, main drain, skimmer or overflow channel, conduit for lights. A leak test before tiling is non-negotiable, because finding it afterwards means breaking finished tile. About a week.
7. Tiling, coping and deck
Screed, then mosaic or porcelain, then epoxy grout. Coping stones set level so water breaks evenly along the edge. The deck is laid to a slight fall away from the pool so rinse water and rain drain outward. One to two weeks.
8. Plant room, commissioning, handover
Pump and filter set, dosing calibrated, lights wired and tested, pool filled, water balanced over several days, systems run under load. Final inspection, warranties, as-built drawings. Around a week.
Six to ten weeks on site for a standard concrete villa pool, plus two to six weeks of approvals before that. Fibreglass shells drop the on-site build to roughly three to five weeks. Pools in Dubai are governed by municipality-local orders and administrative orders covering planning, building, maintenance and safety, alongside the Dubai Building Code and the Dubai Universal Design Code. The Health and Safety Department reviews and approves the plans. Here's what that means in practice.
Registration comes first.
Every pool in a private villa is registered with Dubai Municipality before construction or installation begins. That includes portable pools and spa or hot-tub structures that can be filled to a depth of 300 mm or more. Building first and applying later is not a shortcut anyone gets away with.

Fencing and access control
A pool enclosure needs an effective height of at least 1.20 metres measured from finished ground level on the side facing away from the water. Gates must be self-closing and self-latching, with no gap a small child can slip through. Where a fence has horizontal rails, the spacing between them is regulated so the fence can't be climbed like a ladder. Windows that open onto the pool area need a sill at least 1,200 mm above finished floor level, or protection that stops a child from getting through.
Depths, slopes and markings
Children's pool water depth is capped at 50 cm, and a 1.2 m barrier separates it from an adult pool
Jacuzzi depth is capped at 90 cm, with an emergency stop button and at least two floor drains
The floor slope in the shallow area cannot exceed 10%

Indoor pools need proper ventilation designed in, not added later
Private pools need a chlorine feeder or an automatic dosing system rather than hand-tipped chemicals. Target pH sits at 7.2 to 7.6, total alkalinity is 60 to 200 mg/l, and free chlorine is in the low single digits in mg/l. Stabilisers are not permitted in indoor pools, spa pools or hydrotherapy pools. Non-slip decking, anti-entrapment drain covers, and a life ring within reach are all part of the same rulebook.

An approved pool cannot be altered afterwards without going back to Dubai Municipality. Adding a diving board, a slide, a bridge, or changing the shell in any structural way needs fresh approval. Plenty of Dubai homeowners have discovered this when selling the villa, and the handover inspection flags an unapproved modification.

Trade licence that matches the work
Ask for the licence and read the activity line. "Swimming pool contracting" and "landscaping" are separate activities. A landscaper subcontracting the pool to someone else is fine, as long as you know that's the arrangement and who carries the warranty.
Approvals handled in-house
Ask how many DM submissions they filed in the last twelve months and whether they've worked in your specific community. A contractor who has already handled an Arabian Ranches NOC knows the working-hour restrictions and the skip placement rules. One who hasn't will learn on your project.
A portfolio you can stand next to
Renders are cheap. Ask to visit a finished pool that's three or four years old, not three months old. Look at the waterline tile, the grout joints, the coping edge and the plant room. A tidy plant room with labelled valves says more about a contractor than any brochure.
Shell, waterproofing system by name, tile by product code, pump and filter by brand and model, dosing system, lighting count, coping material, approval fees, and a stated allowance for dewatering. If the quote is one line and one number, you have no way to compare it against anyone else's.
Who does the maintenance?

Gates must be self-closing and self-latching with no gap a child can pass through, and horizontal rails must be spaced so the fence can't be climbed. Windows opening onto the pool area need a sill at least 1,200 mm above finished floor level.
Concrete or fibreglass for a Dubai pool?
Concrete for any custom shape, an infinity edge, or a pool longer than about eight metres, because the shell is formed on site and can be anything. Fibreglass for a standard rectangle where speed and price matter, since the shell arrives moulded and installs in days. Concrete dominates the Dubai villa market because it copes better with soil movement and gives designers a free hand.
Can I add a slide or diving board to an approved pool?
Not without going back to Dubai Municipality. Approved pools cannot be altered or modified, including adding diving boards and slides, without fresh approval. Unapproved changes tend to surface during a property sale inspection.
What chemical levels does Dubai require in pool water?
pH between 7.2 and 7.6, total alkalinity between 60 and 200 mg/l, and free chlorine kept in the low single digits in mg/l. Private pools need a chlorine feeder or an automatic dosing system rather than manual dosing. Stabilisers are not permitted in indoor pools, spa pools or hydrotherapy pools.
How much does pool maintenance cost in Dubai?
Budget roughly AED 3,000 to 8,000 a year for a service contract on a standard villa pool, depending on size and visit frequency, plus electricity and water top-ups. Weekly visits during summer are normal, since an unattended pool turns green in under a week in August.
Does a pool add value to a Dubai villa?
In premium communities a well-built pool improves both the sale price and the speed of sale, mainly because buyers avoid the approval process and the construction disruption. A badly built pool with a cracked shell or an unapproved modification does the opposite and becomes a negotiating point against you.
Should the same company build and maintain my pool?
