If Katniss said "i want you" Peeta would have heard "like an object." If Katniss said "I love you" Peeta would have heard "out of pity." So Katniss says "I need you" and she means "I need you like I need air." and we know this because Katniss has never needed anything from anyone, she's learnt to survive alone with the responsibility of both her mother and Prim. She has denied herself the ability to need anyone. But the Capitol distorts this so Peeta hears "I need you destroyed."
