Original Primes
Sevagoth - His entire premise is he's a "ghost" of the Tempestarii and that effectively that he rotted away while trapped adrift.
Protea - I don't think Granum Parvos would accept less (especially seeing as we know Protea prime existed in that thanks to TOP) then a prime and likewise had her primeness stripped by prolonged exposure to the void.
Caliban - Considering he was in collaboration with the Sentients during the short era of peace they had having him initially primed makes sense. Base Caliban, also, has a bit of a decayed appearance compared to his prime too.

Ash - Appears in TOP
Excalibur - Appears in TOP

Nova - Seen defending the reservoir in a quest I don't remember which one oops. I'll figure it out later.
Nyx - Assuming because her brother Excalibur was primed during the Orokin era.
Octavia - Probably primed during the Orokin era considering her job as the one who sounded the drums on the Night of the Naga Drums.
Saryn - Likely primed in honor of Margulis like Khora.
Uriel - Was primed during the Orokin era according to Roathe.
Post-Orokin Primes
Xaku - Didn't exist until after the Orokin fell and is also three seperate Warframes. Prime design has the appearance of Kintsugu.
Inaros - There are statues during the Sands of Inaros quest which show base Inaros.
Lavos - He litterally primed himself.
Voruna - She only merged her dogs to her body during the end of the Orokin era so her prime is most likely a post-Orokin enhancement.
Weird Ones
Temple - So, Flare is not Primed. Flare is Temple. However, due to timey-wimey bullshit it's entirely possible Flare/Temple is primed during the Orokin Era.

Ooh, I’ve got a note! I think that Revenant can safely be assumed to be a post-Orokin prime, since the Revenant frame in the game is stated to be a void-warped version of the old Orokin “Warden” frame. I’ve seen some theories that Revenant Prime was designed by the Unum tower, using Eternalism to divine a timeline where Revenant actually had a Prime, and then bringing its design to our present as a champion for Cetus. I’ve seen some other theories that Revenant Prime is a conceptual embodiment of the Unum’s hate for Ballas, but I’m not as sure about that one. Either way, I think it suggests Revenant Prime definitely isn’t one of Ballas’s works — not one of our Ballas’s works, at least.
(Actually, I think it’s distinctly possible that Ballas designed the unseen Warden as a “grunt work” model of warframe, unworthy of being primed, and that we’ve now seen two separate non-Ballasian warframes derived from this Warden as a base: Revenant and Lavos. Who knows?)
As for currently-unseen primes, I have a few theories based on nothing but vibes:
A lot of unprimed Warframes (Dante, Koumei, Kullervo, Citrine, Follie, potentially Nokko) will be indicated to have degraded in quality due to disuse and/or long-term exposure to the regions they’ve been stuck in.
Qorvex and Oraxia Prime could also fall into the above category, or they could both be justified as “recently-unearthed plans” from Albrecht, since we know he designed those two
Temple Prime will probably be justified as having Lizzie upgrade Flare during their long comet sleep so that the two “look their best for the big show”
Dagath Prime could be Dagath’s original nameless form, shortly after her revival from taking a laser to the face, with her original unscarred head either being an alternate helmet or a mask signa
Cyte-09 Prime’s gonna be a tricky one, since the entire batch was destroyed before it could even be named, but I think it could be justified as either being designed by Entrati or potentially Quincy himself
Jade Prime (or Umbra, if we’re really lucky) could be justified as being the original design of Jade during the Empire, only for Jade to purposefully shed all unnecessary affectations from her being to focus her energies on her child (a purposeful reverse-priming)
The Sirius and Orion Primes could wind up being handwaved as being created by their adoring grandfather Hunhow, though obviously it’s pretty early to be theorizing about how their primes will work considering they ain’t even out yet

I put Revenant in unknown purely because there are so many questions about where he even came from it's up in the air + Ballas explicitly calling out timey-wimey bullshit with him vs. Sevagoth where we have some information on him. But, he's likely another Sevagoth situation.
Honestly, I suspect DE'll go the route of "You primed them yourself :)" for a lot of the newer/weirder frames especially the weirder cases like Cyte-09/Oraxia/Dagath.
I do think Jade will be a post-Orokin Prime because they show a flashback of her saving Stalker and she's explicitly just her base form. And honestly the way she's treated for most of her Warframe life is basically as a guillotine blade that's taken in and out of stasis when they need to Jade Light someone she might not have been important enough to prime (or fear she'd be too strong if primed).
I suspect that all the Entrati frames will be post-Orokin and if we get any lore justifications for them it'll be us priming them ourselves or maybe the Entrati's assisting us (or maybe they'll be fancy with Oraxia and she'll be like corrupted by the Murmur).
On other Warframe complaints what do you mean HALF the story content of The New War is hidden collectibles or limited time events that haven't been re-run in years and/or are tied to some of the worst game modes in Warframe? (looking at you Orphix Venom)
