As for the above, this takes place during the eight(?) year period of Leo's crusade against Sterling and the Cardinals.

Her main objective is to free the citizens of monocities and relocate them elsewhere, but killing the Cardinals is also a top priority.

A number of people she rescued would integrate with the Hamato Resistance, thus bringing their population count from ~3,000 to nearly 11,000. Even more rescues would migrate west and south to other rebellions who had space (Juneau, to be specific).

These ventures into enemy territory were, as many would come to realize, just as much of a necessity as an act of goodwill.

Sterling's domains were packed full of food, medicine, and anything else one would need in an apocalypse—because of course they were. The exact location of these storehouses varied from city to city, but the contents were relatively the same, and we're bountiful enough that the rebellions could, for a time, distribute resources among themselves evenly. By the third year of these crusades, everyone was looking towards the Hamato and Juneau rebellions to provide.
