tl;dr:
Grew up in LA and had a difficult relationship with his father who never wanted a second child. Things with his mother weren't much better, she let her unhappiness in her marriage leak into her relationship with her children.
They were always just about comfortable but never really truly well off, with Declan growing up all too aware that their fortunes could change in an instant if anything happened at his father's work.
Their fortunes did change with his father getting laid off when he was seventeen, souring the good news that he'd managed to get into UCLA. Throughout his studies he worked a part time job, supporting his family as his father found himself in and out of work.
He finished med school and took a residency in pathology, choosing the route to become a medical examiner after finding the hospital environment more overwhelming than he'd thought.
Things seemed settled enough but the death of his brother and his sister in law brought him the custody of his five year old nephew Finn.
On at least three separate occasions, he has accepted bribes to miss evidence in autopsies. But with mounting bills from debts and the added burden of having to raise a child made him realise that his morals did indeed have a price. It wasn't the first offer nor the second or even the third but eventually the money became too high for him to refuse. He wasn't proud of the decision and it still haunts him but not enough for him to never do it again.

Personality:
Exhausted and apathetic are perhaps the two words that sum him up the best currently. Most of his energy goes to ensuring that Finn's emotional needs are met and so he is a little more fried and brusque than he ever has been, the days of him being open and understanding seemingly behind him. He struggles to find the energy to care the way that he used to, once reserved and almost shy he now finds himself fractionally more confrontational, hardly caring about the outcome of an exchange. He has trouble letting things go and moving on from the past, despite the therapy that he has attended on and off. Once consumed by anxiety and a desire to make a good impression he's now detached, having to actively make himself concerned for the people that he is supposed to care about.
Headcanons:
He used to sketch in his spare time. Though he knew that he didn't have the talent to make it as a serious artist it didn't matter to him, finding the process therapeutic.
His brother was usually his solace growing up but he was also pretty close to his cousins, enjoying any time they spent together as a distraction.
Has a collection of house plants that have always been very well tended to and he's always looking for the next challenge to rescue from the grocery store or garden centre.
Used to play baseball as a kid in an attempt to bond with his father and more recently (but before Darragh's death) he joined a casual team as a way to meet more people.
