Sera thinks that Emily is too lax for such an important role, so she's always gone behind Emily's back, just for little things at first, a report she forgot or if Sera felt someone bulldozed Emily's decisions she'd change it, & she's always been a little paranoid of hell so Lilith took advantage of that & convinced Sera to let her have free reign once a year to "keep things in order"
