on Angel's side: "hey, perv, hands off the chest fluff". Angel has Enough of being sexualized at his workplace, and Alastor is the person who is #1 most normal about his whole thing. Angel might just enjoy the company of someone whose reaction to his outfits is "they really just don't do proper tailoring these days" and whose reaction to his workplace stories is "i like when you're excited about things (though I'd like less detail please) and i don't like when people are mean to you" (and also "do you want me to go kill that guy because I can do that"). Like I can see an aroace ???partner??? just being... relaxing to him. He doesn't have to perform for Alastor because Alastor straight up 100% does not give a fuck. (Also if they do kink Angel gets to teach Alastor things including how to do it right and Alastor WOULD listen, and Angel needs to be an authority on a subject sometimes you feel)

on Alastor's side: ok so first of all Angel is basically Mimzy 2.0, he's Alastor's Type Of People, so right away Alastor is comfortable with his company. And you might think the sexual harassment is a minus, but listen, given that Angel has already toned it down - it was very blatantly ragebaiting of someone much more powerful than Angel, and there's no way Alastor doesn't respect, appreciate and enjoy that in people. Plus, Angel can fuck shit up with those guns of his. And between the kink scene and just extensive personal life experience, Angel has the background knowledge to just Not Have Questions about Alastor's entire touch-averse aroace thing, like he just spends a week with the guy and has the full dossier diagnosis in his head, even if he doesn't know the Terminology. (And if we're going there, Angel would 100% know how to do non-sexual kink and not even see it as weird. No judgement zone, this is just one of the things people can like)

the relationship they would have strikes me as something like... if you ask Alastor he just goes ??? ??? loading circle ??? ??? ask another time do I look to you like I'm an expert on this??? and if you ask Angel he goes "we're whatever Alastor says we are but I do already have one boyfriend and his name is Husk do you want to hear me tell you all about Husk I love Husk". (And if you ask them both in the same room, they spend a few minutes having a conversation exclusively in glances and then Angel finally says "we're friends ^^")

just... they would be great friends. With or without some really specific benefits. Drama free zone. No rivalry, no baggage, no conflicting desires.

Charlie, with increasing levels of emotional devastation because she thought everyone likes hugs "Alastor you're supposed to use more than one color" and Alastor is very proud of himself was like "yes I know"

he gets frustrated later when he tries to explain that Charlie, Mimzy, and Niffty have special little lady permission to give hugs (and in Niffty's case climb him like a tree) and Charlie is cursed by the knowledge that even if he says it's fine he secretly hates it and says he doesn't have to put up with something just to make other people feel better. Which somehow makes him even more angry because how dare you suggest that he's catering to other people's feelings and isn't a cold heartless monster!

Also if it's revealed that touch is fine as long as he's the one initiating it she's like "ooooh so you don't hate touch you just want to control when and how people interact with your body" and Alastor's like when you put it that way you make me sound like a kicked dog.

Over all just a very miserable experience for him to assert and explain his physical boundaries but the long term benefits are worth it in the end.
