No, healing and time manipulation are separate things.

You can't use temporal magic to speed up or slow down localized areas of a person's body without causing some major damage in places were fast and slow time meet.

Healing magic is more like giving the body energy in order to act at superhuman speeds to do things a body normally already does. There is also an element of properly directing that energy as it's given, so that it's used in efficient ways and doesn't cause unintended side effects.
