If she has a targets name and knows their face or even just details, she can track them across the world. There's no telling if there's a limit to this ability.
Abilities report - Post-Serum: Subject 13 was the only one to survive the serum. Powers are extremely unstable but useful. 13 can complete a mission without any evidence she was ever there. Bodies, just gone. No evidence they were ever there. No trouble in tracking down targets.
