you can use literally any app/website as long as you can type in the size you wanna crop it in

How do you make your twitter packs? and do you know any videos where I can watch some?

basically you just save bunch of headers or save random pictures (I suggest you to do it on your computer or else it will take up so much space on your phone dsjsdkj) and then crop them yourself (1500 x 500) and if you have a certain picture of your favorite artist, you just look through your folder that’s filled with headers and just check which header would match the best with your icon! And if it doesn’t match perfectly then you can just play around with the saturation and exposure etc...

the icon size I use is 250 x 250 but you can always change it! just make sure the second number is the same as the first one. we use photoshop by the way :)
