Remember the formula material - energy - purpose.
So before making anything it is important to know the best material to make it from, how much, what type and conditions, ect.
It is common for blacksmiths to make their own punches and chisels. They are typically made from 5/8" or 3/4" round or octagonal bar stock.
metals: the #1 pick, the gold standard for tool steel is S7. It is air hardening, the most durable, and easiest to work with.
Other common choices after S7 are W1, 1045, and 5160. Each metal has its own characteristics and needs for working with.
