If you’ve got dry ear wax, which is pretty common in Japan, I heard?  Parents sometimes clean it out.  So having someone’s head on your lap and petting their head?  Gently taking care of their ears, I guess?

I got wet ear wax since I’m like some half-Japanese, half-American-British-Amalgamation, plus grew up in America.  Just seen it through anime.

I think my mom did that for me when I was younger... yeah, I get what you’re saying. That’s kind of cute, honestly.
