one thing i think would help with this is to expand the production process of turning flax into linen. requiring that raw flax be first retted, a process taking at minimum several days, up to a month or more, would alone do a great deal to incentivize the making of hunters packs. when you're forced to wait, why not spend that time getting into some hunting? you're probably starting to run out of foraged foods around that time anyway. and besides, maybe you'll decide the extra space the hunters pack provides is enough for now, and that you'd rather put your flax into sails or s/t.
