earliest appearance, taken from pre-manga sketches miyazaki made from 1980-82

pre-production sketches for the movie featuring (most likely) commandos using a pejitei jar. (1983(?))

promo art for film comics based on the movie, just before its release. their bright yellow masks are notably missing (1984)

final - the captain remains maskless like the previous art and also gets a white helmet.

and of course they serve as a direct adaptation of the wormhandlers, but there is basically no concept art of them anywhere, not mention their dates :(
