“dec” stands for “decimal”, and “oct” stands for “octal” - both of which are numeral systems.

we generally use decimals, which have powers of 10 - if you’ve ever seen scientific notation, you can write numbers as things like 2 x 10^1 = 20.

the octal system is in base 8 instead. so it’d be like if we used 8 instead of 10 for our scientific notation

31 in decimal can be written as 3 x 10^1 + 1 x 10^0 = 30 + 1 = 31

now knowing this, to convert an octal number to its decimal counterpart, you’d take the decimal system expansion (as above) replace all of the 10s with 8s, which becomes:

3 x 8^1 + 1 x 8^0 = 24 + 1 = 25

so 25 decimal = 25 dec = 31 oct = 31 octal, the dates of christmas and halloween!
