This takes place in an AU where the losers leave Bill alone with Pennywise in the first movie. He was left in the deadlights for a few days, through some manipulation Bill barely remembers his life before, really only remembering Georgie and his bullies (not quite remembering how Georgie died), he can feed the same way IT does now as well.
