It's difficult to define what drives a Mask Maker to create a mask for a life form, but we know the result of such an event: the emergence of consciousness. A mask defines one's identity, thoughts, and will; it is the mold that allows the rudimentary minds of all living beings to become something complex and beautiful. Regardless of whether your body is made of flesh, feathers, darkness, or anything else, the mask will always be what defines an individual.

[ OUR MISSION ]

In this world where every conscious form wears a mask, the problematic ones are those who use the gift of consciousness to perpetrate evil, and we, the Regulation, aim to study and contain those who use their conscience to bring harm to the lives of others.

Operating beyond conventional jurisdiction, but supported by it, we have a total of 10 major facilities spread across the world.

[ THE ARCHIVES ]

Hello, my name is Lilian, and I'm the Regulation's chief archivist, the one who's writing basically everything you're about to read and are already reading. As an archivist, my job is to store any and all information, and so here you'll find records about the individuals we hold, written records of events that occurred within our facilities, and much more. Feel free to interact with me here; you can share your thoughts on the files or even make suggestions, because unlike the rest of the Regulation, I'm willing to interact with those who aren't among us.

[ OBSERVATION LEVEL ]

Each individual cataloged here has an Observation Level, a classification that defines how careful we need to be with that individual.

•Low - Lowest Observation Level, used for individuals who over time have proven to be more peaceful than expected and even cooperative.

•Medium - The most common and abundant Observation Level, used for individuals who have proven reasonably easy to manage, but who still pose a high enough risk that they cannot be ignored.

•High - Observation Level used for dangerous and troubled individuals who frequently attempt to escape and therefore need to be frequently monitored.

•Very High - A rare Observation Level used for specific individuals who, at this point, we're certain will attempt to escape at least once a day. They are unstable and violent, the most dangerous individuals we contain.

•Hunt - An Observation Level used for individuals who, although registered and studied by Regulation, are still at large in the world.

•Zero - Observation Level used for euthanized individuals.

[ RISK LEVEL ]

The Risk Level is a secondary and less relevant measure made by the Regulation. The Risk Level is a measure of how many Regulation employees have been killed by the individual in question.

•Controlled - Used for individuals who have caused 20 or fewer employee deaths.

•Danger - Used for individuals who have caused 21 to 70 employee deaths.

•Fatal - Used for individuals who have caused 71 or more employee deaths.

[ FILES ]

Those who use their conscience for evil have no right to have a name. The archives hold records of a series of individuals captured and studied by our organization, now referred to by defined titles.
