Why does he keep postponing? He postpones only because he finds himself unable to subdue his passions now. And if he is waiting for a day in which subduing them becomes easy, then that day simply does not exist.
Such a person is like a man who wishes to uproot a tree, yet finds himself unable to do so because of his own weakness and the strength of the roots. Thus, he delays the task until the following year, knowing that with each passing day the tree grows more deeply rooted, while his own strength grows ever more deficient. And that is the very pinnacle of ignorance.
