Bill Cipher is a hot mess, but let's just say he's never on the receiving end in said fantasies and if I'm being SO for real probably not all of them are fantasies. I feel like "war criminal" is far too light a term for him on an interdimensional scale. I feel like at this point his entire idea of consent as a whole is a little warped.
Now, back to slightly more normal people:
Alastor doesn't have sexual fantasies period.
Sera has never even conceived of non-con sexual fantasies, she barely has a grasp on her own sexuality. And I mean less in a "she doesn't know she's a lesbian" way and more "she has never fully considered if she is even a sexual or even romantic being in any way because it's not what she was Created Forβ’" way. It's fine for other angels to do but she's supposed to be the leader and focus on leading...in her mind.
Charlie does not have noncon sexual fantasies of any kind.
Niffty defintely (arguably canonically) has sexual non-con fantasies with her on the receiving end. For her it's a combination of feeling desirable, having someone else in the seat of control being wildly appealing to her, and just liking it rough in general. And it's really easy to combine those three in a noncon fantasy. She's extremely comfortable with this part of herself and will discuss it openly, much to Husk's chagrin.
Vaggi does not have noncon sexual fantasies of any kind.
BlitzΓΈ might have such fantasies if he got to a place where he felt a little less desperately tied to having control in a sexual situation. There is a reason his excuse for being shit at oral sex was "I'm a top!" and it's not because tops are somehow inherently bad at oral sex, it's because he has a VERY specific role that he will not completely deviate from, even for Stolas. This may change as their relationship progresses and then maybe he'll get to discover some things.
Alfred does not have noncon sexual fantasies of any kind.
Moxxie has defintely had non-con fantasies and has never discussed it with anyone except Millie, and even that only VERY reluctantly because it confuses and distresses him. For him, I think it's mostly about not having the pressure of being in control of the situation and feeling desirable.

Vox, much to his own frustration and immense confusion, never had them until after he started hooking up with Valentino. But over half of them are about Alastor, and he indeed sometimes on the receiving end which upsets as much as it arouses him. He has never told a soul about that and if you somehow read his mind and found out, he would not stop until you had angelic dagger fully lodged in your throat. For him the reasoning is...complicated. Because he desperately craves control but, over the course of his relationship with Valentino, defintely discovers the pleasure of letting go of that once in a while. And when he's not on the receiving end for the ones involving Alastor, it's defintely more of a revenge fantasy than anything. Probably likes the idea of Alastor reluctantly enjoying it to though, makes Vox feel desirable.
