From what I've seen this tends to come from at least these points of view:

The creators want to create more sympathy, and children as they are often deemed as "pure" and disability is often deemed as "bad/poisoning/rotting/etc", then it makes it so that it's this tragic thing that happened. More often than not these are mostly focused on the POV of the parental figures and their struggles, and not the disabled child's.

They literally just forget that these children can and often do become adults. And as it's very common, disabled adults are mostly just seen as a burden to the system/are forgotten completely.

Story Summary:

On the day extraterrestrial beings invaded San Francisco, no one expected the dragons to rise from their underhill city to protect the earth. 

Grown by the Planetary Security Sector from genetic material harvested from the incident, Deimos and his brothers are meant to protect the world from non-human threats. They are meant to be powerful dragons capable of magic powers and awe inspiring strength. They are not. 

Deimos sees only one way to stop himself and his brothers being decommissioned as experimental failures: find their dragon genetic donors, and hope they aren’t killed on the spot. 

Meanwhile, the dragon Chi is wondering why this kid keeps destroying human play equipment, and is barely holding his siblings back from adopting the mysterious little wyrms at first sight.
