we all know that the series 11 story arc is entirely forgettable and the series finale stands out no more than any other episode in that series

so i have a proposal

in order to explain this proposal, let’s look at the last time a new showrunner took over doctor who: steven moffat. when series 4 was airing, clearly moffat knew he was taking over the mantle as he began sowing the seeds for his river song plot line in silence in the library / forest of the dead.

now unfortunately for chibnall, he didn’t get the chance to write any episodes for series 10 but that doesn’t mean he couldn’t look at any of his previous work to draw inspiration from

take series 5’s the hungry earth / cold blood two parter. in my opinion, quite the forgettable two parter that is only really remembered for bringing back the silurians and rory’s ‘death’ at the end. however, the episode had quite an open ending with two humans going into stasis to wake up at a time where humanity is better equipped to learn to coexist with another species.

personally i think this could have made a great storyline. bringing back the silurians and showing how they mingle with humanity in the future would be a really interesting plot line, and it has a few benefits

chibnall is building from a story that he’s already written, meaning he’s building upon his own work (much like moffat did)

it means the ‘base’ for series 11 wouldn’t be modern day england, like every other series, it would be sometime in the future. possibly even bringing a futuristic companion which NuWho is lacking

series 11 wouldn’t feel like a new show. chibnall made the mistake of completely alienating older fans in series 11 and this would provide some grounding for old fans whilst also being a great place for new viewers to jump on
