Yeah, its in the control devils name and nature to be controlling. However "control" is a concept and choosing what you control is motivated by your environment. Nayuta is controlling through love. She's possessive, yes, however she's doing this to protect what she loves rather than to completely control them ("Denji, every woman you meet tries to kill you, huh").
