Cercus, are vestigial because, different species have them, and they have different functions. Meaning that at one time, it is quite possible that it was used for all three. Sensory, Pincer, and Copulation and as each species evolved, it lost some of its functions to suit their needs.

Which means that it could also represent a penis, one that has some kind of erectile dysfunction, sterile or impotent
