It is a common trope in Vampire fiction to have an immoral character x teenager character. Take Twilight as an example; Edward is technically 100 years old but has the mental age and the physical body of a 17 year old, while Bella is 17 years old. There is a bit of a double standard between the trope being used with heterosexual couples vs queer couples.

Bill Cipher is an immortal demon with a childish mentality. He can be both twelve and a trillion years old. It’s somewhat odd to interpret Bill as a literal trillion year old than ship him with Ford; an ordinary human. The power imbalance would be too extreme and even Ford as an elderly man; would still be a child in comparison.

Bill Cipher does not have a canonical human body. Artists can use artistic interpretation to make Bill Cipher any age. As a shipper I enjoy both the platonic works featuring Dipper and Bill and the romantic works. People seem to think that BillDip shippers wouldn’t like BillDip with Dipper as an adult.

The fandom has degraded Dipper's role as the series protagonist in an attempt to degrade BillDip. They claim BillDip was only popular because Dipper is a "self insert". Maybe for some people that was true, but it’s not the primary appeal for the majority of shippers. One of my favorite tropes in fiction is the relationship between the protagonist and the antagonistic outsider. Dipper is a character with a distinct personality, he’s not a blank slate. The appeal of BillDip isn’t just Bill Cipher, it’s Dipper himself as the hero who can stand up and best Bill.
