Diavolo and Toruu met when Diavolo ended up suffering an accident that should have been fatal, someone took him to the hospital for fear that he had something internal. Toruu ended up becoming interested when he noticed that Diavolo was without a scratch, both internally and externally.

(I don't know how resistant Diavolo is in this AU but I really found it interesting that he's unlucky. )
