Steve: *has been against Hydra for like 70 years* 

  Steve: *is a symbol of hope and freedom* 

  Steve: *is worthy of holding Mjolnir* 

  Steve: *is literally one of the greatest superheros ever* 

  Marvel: NOPE HE’S HYDRA!!! BECAUSE THAT TOTALLY MAKES SENSE!!!! HE’S TOTALLY BEEN HYDRA THE WHOLE TIME!!!!!

You know, like those old Superman comics where the cover shows Superman doing something horrible, like murdering Batman or eating the Moon, and the tagline is all “Not a hoax! Not a trick! Not a what-if! This is really happening!”

… and then you read it and the scene on the cover is taken totally out of context, or the dialogue is misleading about what’s really going on, or it’s an evil shapeshifter impersonating Superman, or whatever.

i.e., it “really happened”, but the framing was so misleading that it might as well have been a trick. It’s basically a publicity stunt with zero long-term implications.
