So I was researching Valtor in various languages and I stumbled upon Valtorβs Italian Wikipedia page. As you know, Winx Club is an Italian show. Translated it via google translate, obviously since I donβt speak a smidge of Italian and there was something very interesting.
The paragraph above explains everything and through the translation, hereβs why:

It is written all over his part of the plot in Season 3. When he first met her, he immediately asked the Trix who she is and ordered them not to touch her because according to his words βshe is mineβ. Also it all finally ties together, why he was almost caressing her when he met her in her fairy form and why he ranted over and over again of how he needs someone to share his powers with.
He found every chance to talk to Bloom. And of how he had many attempts of asking Bloom to join him. But she always refused, because she is too kind-hearted and βgoodβ, and he is not.
This now-called-love is one-sided and thereβs nothing that can be done about it.
Firstly, I know youβre all immediately thinking that Dark Bloom could be one way for them to be together, however although it indeed it interesting, that is definitely not the only way.
He is dark and she is light. Theyβre polar opposites, but opposites attract and the best chemistry between two individuals comes from that. That is why most sparxshippers are a fan of this pairing. Itβs the whole βTheyβre so different yet so similarβ concept that constructs the best stories.
Bloom is known to have powers of ressurection and if you take into account Valtorβs circumstances that made him strive to becoming evil, you can think of ressurection as redemption, which is hands-down my favourite trope.
I have mentioned this in another post, but Valtor never chose to become evil prior to the Ancestral Witchesβ death. They are his creators, or mothers in a sense and the relationship between them is not the best, to say the least. They granted him magical knowledge and told him not to fail. During Season 3 we see Valtorβs attempts at overtaking the Witches and so it makes sense why he wants to become the most powerful sorcerer in the universe. He had this idea beaten into his mind that only by achieving his goals will he finally be able to befree himself from the curse that was laid upon him by his mothers. They use him as a tool, they manipulated him into becoming the monster that he is now. And everytime he would fail, they would turn him into the epitome of the monster they made him out to be.
However, he couldnβt escape since the Ancestral Witches raised him in a way that he can only identify himself by his powers, just as he says βI am yet again, Valtor.β everytime he regains his powers. It makes sense why he is like that now. He became evil out of pure survival instinct. He had no other choice. Itβs pretty twisted, really.
Yes and no. He has done some very horrible things to the universe itself and its residents. It cannot be ignored.
Nevertheless, innocence isnβt a requirement when it comes to redemption arcs. Donβt get me wrong, I donβt see Valtor as being completely βgoodβ considering he was born from the dark side of the dragonfire but βgoodnessβ is entirely subjective. What is an entirely good person, really? Do they exist?
The real requirement to Valtorβs redemption is his volition to redeem himself.
The most common way of volition for redemption is either through sacrifice or love, and well, to conclude, if the circumstances are right, since he is secretly in love with Bloom, that is definitely possible.
